Can I add a parent-in-law as a dependent if the Certificate of Residence indicates that we have the same address but our households are separate?

Even if the address on the Certificate of Residence is the same, if the households are separate (due to multiple heads of households) and therefore different, this is regarded as a case of "living apart." Parents-in-law who live apart from you cannot be your dependents.
