In terms of applying for the payment of medical care expenses, is acupuncture, moxibustion, or massage handled as a "reimbursement"? Or is "receipt by proxy" possible?

It is handled by reimbursing the patient.
If you first pay the full amount of the treatment costs at the reception desk and then apply with the Health Insurance Society at a later date, you can receive a medical care expense payment according to the Statutory Benefit percentage.

If you underwent acupuncture, moxibustion, massage, or shiatsu with an insurance doctor's approval
